WhatsApp Business API Pricing in India 2026: What You Pay

WhatsApp Business API pricing in India 2026: how Meta bills each message after 1 October, what is free, GST, provider markup, and how to cut your bill.

WhatsApp Business API Pricing in India 2026: What You Pay

Arjun had three provider quotes open in three browser tabs. All three claimed to charge “Meta’s official rates.” All three produced a different monthly estimate for the same 4.7 lakh messages, and the gap between the cheapest and the most expensive was close to a quarter of the bill. None of the quotes was lying. They were quoting different layers of the same bill. Understanding WhatsApp Business API pricing in India in 2026 means understanding that your spend has up to three stacked components, and only one of them is set by Meta.

This guide walks through how Meta bills each message after the 1 October 2026 change, what stays free, what GST does, where provider margins hide, and the levers that actually move the number at the bottom of the invoice.

How WhatsApp Billing Works in 2026

Meta retired conversation-based pricing on 1 July 2025. Before that date you paid for a 24-hour conversation regardless of how many messages it contained. Now Meta charges per delivered message, which changes the economics of every flow you have ever built.

The bill is also no longer something you can reason about only through templates. Since 1 October 2026, Meta charges every delivered template, including utility templates sent inside an open 24-hour window, and it meters free-form service replies beyond a monthly free allowance per phone number.

You are billed per delivered template, not per conversation

The core rule is worth memorising: Meta charges when a template message is delivered. Template creation and approval cost nothing, and incoming customer messages are never billed.

What this replaced matters. Under the old model, an order-update flow that sent four messages inside one conversation cost you one conversation fee. Today it costs four message fees. Chatty flows that were economically invisible in 2024 are now line items.

The categories, and what decides which one you pay

Every template you send is classified into a category, and the category, not the content length or the media, sets the price.

  • Marketing: promotions, offers, cart recovery, re-engagement, product launches. Usually the most expensive category.
  • Utility: order confirmations, shipping updates, payment receipts, appointment reminders. Must relate to an existing transaction or account. Charged even inside the 24-hour window since 1 October 2026.
  • Authentication: OTPs and login codes, sent through authentication templates. Meta also has a separate authentication-international rate for some sends.
  • Service: free-form, non-template replies inside an open 24-hour customer service window. Free up to a monthly allowance per phone number, then charged.

Meta reviews and can reclassify templates. A “utility” template that reads like a promotion gets moved to marketing and billed at the marketing rate, which for India is several times the utility rate. Our WhatsApp message template guide covers how to keep transactional templates on the right side of that line.

The 24-hour window and the 72-hour free entry point

Each inbound customer message opens or reopens a 24-hour customer service window. Inside it you can send free-form messages without a template. Those free-form messages are service messages: free up to Meta’s monthly allowance per number, then charged at Meta’s service rate.

Separately, when a customer writes in from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply in time, Meta opens a 72-hour free entry point window. Inside it, Meta charges nothing for messages in that chat, templates included. For a brand running paid social at scale this is the largest structural discount on the platform, and most teams never measure how much of their volume qualifies.

Where to Find the India Rates

India is billed in rupees, so Meta’s India card gives you literal invoice numbers rather than dollar figures converted at an unpredictable rate. Meta publishes the authoritative card, with downloadable rate files per currency, volume tiers and the size of the free service allowance, on its WhatsApp Business Platform pricing page.

We deliberately do not reproduce the per-message rupee figures here. Meta revises them, and a stale number in a blog post is worse than none. Pull the current India file, put it next to your own invoice, and use the structure below to read it.

The ratio matters more than the rate

The single most important fact on the card is the gap between marketing and everything else. Marketing templates are priced well above utility and authentication templates in India. Nothing else in your pricing model comes close to that multiplier, which means category discipline beats every other cost optimisation you can attempt.

Volume tiers apply only to some categories

Meta applies market-specific volume tiers that lower the rate as monthly delivered volume rises. Tiers are calculated per market and per category, and they apply to utility and authentication templates, not to marketing. Service messages get no volume discount either: replying to 10,000 customers costs ten times replying to 1,000 once you are past the free allowance.

For most Indian businesses the honest conclusion is that utility tiers start at volumes they will not reach. Authentication tiers start much earlier and are worth checking if you run OTP at consumer-app scale. Meta revises tier cutoffs periodically, so read them from the current rate file rather than from any summary.

The Costs Nobody Puts in the Quote

Arjun’s gap lived entirely in this section. Meta’s rate card is one layer of the bill. The others depend on how your provider is set up.

Who Meta bills, and why it matters

There are two common setups. A Business Solution Provider (BSP) often provides WhatsApp access on your behalf and bills Meta’s message charges through its own account, then invoices you. That is where a per-message margin can be added without appearing on a pricing page. The other setup is that you connect your own WhatsApp Business Account (WABA) and Meta bills it directly, through a payment method you add in WhatsApp Manager. In that case your provider has no way to mark up messages, because the message charges never pass through them.

Platform fees and per-message markup

Providers in the first setup typically charge a monthly platform subscription and, in many cases, a per-message markup on top of Meta’s rate. That markup is rarely on the pricing page. You find it by asking directly: “Is your per-message rate Meta’s published rate, or Meta’s rate plus a margin? What is the margin?”

Run the numbers to see why the question matters. Suppose Arjun’s Meta charges for a month come to ₹2,00,000 before tax. A 20% markup adds ₹40,000 a month, or ₹4.8 lakh a year, for identical messages delivered by identical Meta infrastructure. Whatever the margin actually is, it scales with your whole message bill, not just one category.

GST on both layers

GST applies to Meta’s messaging charges and to your provider’s platform fee. Check whether a quote shows prices before or after tax; comparing a GST-inclusive plan price against a pre-tax one is a common source of apparent gaps. Businesses registered under the regular GST scheme can generally claim input tax credit, which changes the effective cost materially. Confirm the treatment with your CA, since it depends on your registration and how each invoice is issued.

Per-message billing punishes chatty flows

The shift from conversation to per-message pricing is still not fully priced into most teams’ flows. A three-step onboarding sequence, a bot that acknowledges before it triages, a “how did we do?” follow-up: each was one line in a conversation fee and is now its own charge. With in-window utility templates and service replies beyond the allowance now billed as well, audit any automation built before October 2026 against the current rules.

What You Are Not Charged For

Worth stating plainly, because some vendors quietly bill for things Meta gives away:

  • Undelivered templates. Meta charges on delivery, not on the send attempt.
  • Template creation and approval. Including rejected and resubmitted templates.
  • Incoming messages. Customers can send you fifty messages; you pay nothing for them.
  • Service replies inside the monthly free allowance. Free-form replies within the 24-hour window, up to Meta’s allowance per phone number.
  • Free entry point chats. Click-to-WhatsApp ad and Page button chats you reply to in time carry a 72-hour window in which Meta charges nothing, templates included.

Six Levers That Actually Reduce the Bill

Ranked by how much they move the number, not by how easy they are.

  • Fix your category mix first. Marketing typically dominates spend even when it is a minority of volume. Every marketing message you can legitimately restructure as a utility template, a genuine order or account update rather than a promotion wearing a transactional hat, moves to a much cheaper rate. This is not a licence to mislabel; Meta reclassifies and you pay the marketing rate anyway.
  • Route paid-social traffic through Click-to-WhatsApp. The 72-hour free entry point window makes every message in those chats free. Measure what share of your conversations already start from an ad, then plan spend accordingly.
  • Consolidate messages in every flow. One complete message beats three fragments now that each fragment can be a charge. This applies to agent replies, bot flows and marketing sequences alike.
  • Estimate before you send. A campaign’s Meta cost is volume times rate for its category and the recipients’ country. Do that arithmetic before launch, not after the invoice.
  • Remove the markup, not the rate. You cannot negotiate Meta’s rate card. You can choose a setup in which nobody adds a margin to it.
  • Pick the right channel per use case. A WhatsApp authentication template only reaches users who have WhatsApp installed. SMS reaches every handset on Jio, Airtel, Vi and BSNL with no app dependency. Compare Meta’s India authentication rate against SMS pricing for your own traffic; our SMS OTP versus WhatsApp OTP comparison covers the delivery and latency trade-offs.

How StartMessaging Prices WhatsApp

StartMessaging is a WhatsApp CRM and API built on Meta’s WhatsApp Business Platform. As a Meta Tech Provider, it does not resell messages: you connect your own WhatsApp Business Account through Meta’s Embedded Signup, add a payment method in WhatsApp Manager, and Meta bills message charges directly to that account at Meta’s published rates. StartMessaging never charges per message. There is no wallet, no credits and no markup.

You pay StartMessaging only for a plan. Prices are in INR and include GST:

PlanPriceWho it is for
DeveloperFree (100 API messages a month), or ₹100, ₹499 or ₹999 a month for 1,000, 10,000 or 100,000 API messagesApps that only need the REST API and webhooks, with a view-only dashboard
Team₹999/month or ₹9,990/yearA small team on one number: shared inbox, contacts, campaigns, keyword auto-replies, interactive messages; 3 seats included
Business₹2,999/month or ₹29,990/yearTeams that automate: chatbot flows, WhatsApp Forms, A/B tests, segments, sales pipeline, conversions, agent analytics; 10 seats included
EnterpriseCustom25 or more people, custom contract and contract billing

Yearly billing gives 12 months for the price of 10 (Developer yearly: ₹1,000, ₹4,990 or ₹9,990). Extra seats on Team and Business are ₹199/month each, and viewers who only read chats are free. Every new workspace starts with a 14-day free trial of Business. There are no setup fees or cancellation charges. Full details are on the pricing page, and the complete WhatsApp Business API guide covers what the platform does beyond billing.

Two cost tools are worth knowing about. On Team and Business, the campaign pre-launch check estimates a campaign’s Meta cost before it goes out. Through the API, each message’s pricing field records how Meta classified it, so you can reconcile your own logs against WhatsApp Manager.

On the India SMS side, which is a separate StartMessaging product and a different channel, not a WhatsApp substitute, transactional SMS runs at a flat ₹0.25 per message with no DLT registration to manage on your end.

Frequently Asked Questions

Q: How much does a WhatsApp message cost in India in 2026?

A: It depends on the category. Meta charges per delivered template at its India rate for marketing, utility or authentication, and charges free-form service replies once you pass the monthly free allowance per number. Marketing is priced well above the other categories. Meta’s current India rates are on its official pricing page. On top of Meta’s charges, some providers add a platform fee and a per-message markup.

Q: Do WhatsApp marketing messages get volume discounts?

A: No. Volume tiers apply to utility and authentication templates only, and service messages get no volume discount either. Marketing is billed at the full rate regardless of volume.

Q: Is GST charged on WhatsApp Business API messages in India?

A: Yes, GST applies to Meta’s messaging charges and to your provider’s fees. StartMessaging plan prices already include 18% GST, and every payment comes with a GST invoice. Businesses on the regular GST scheme can generally claim input tax credit; confirm your treatment with your accountant.

Q: Are utility messages still free inside the 24-hour window?

A: No. Since 1 October 2026, Meta charges every delivered utility template, even inside an open 24-hour customer service window. Free-form service replies in the window stay free up to a monthly allowance per phone number.

Q: What is the cheapest way to send OTPs on WhatsApp in India?

A: Use authentication templates, which have their own rate and qualify for volume tiers at higher volumes. Never send OTPs through marketing templates; the rate is much higher and Meta may reject the template. If your users are not reliably on WhatsApp, SMS OTP reaches every handset without an opt-in.

Arjun picked the setup in which Meta bills his own account directly. Same messages, same Meta infrastructure, and the margin line simply disappears from the bill. The three-tab comparison took an afternoon; the saving compounds every month after that.

If you are running the same comparison, the questions worth asking every provider are short: does Meta bill my own account or yours, is there any per-message margin, and what does the platform fee cover. StartMessaging’s answers are on the pricing page, and the message templates documentation shows how categories work in practice. To try it, start a 14-day free trial of Business; you will need a payment method on your WhatsApp Business Account in Meta before your first template send.
